Othman Ghajiji

Dr. ElGhajiji, is a university professor at Tripoli University in Computer Engineering. He obtained his Ph.d. university of Bath United Kingdom 1995.

​

Dr. ElGhajiji has special interest in eGov and Elections, and was nominated as the first chairman for the High National Elections Commission (HNEC) in Libya in 2012, when 2.1million voters all around Libya voted for the first elected parliament.

In 2013, he headed the Central Committee for Municipal Elections (CCMCE) and implemented municipal elections in 100 municipalities around Libya, during difficult period and hot conflict zones.

Currently, Dr. ElGhajiji, is a freelance advisor working on local development, CSO sector, private sector and local government. He has authored a number of papers/articles about Libya and decentralisation process.

During his career, Dr. ElGhajiji has organised various activities for many SCOs in Tripoli and elsewhere, including trainings on soft skills, capacity building, technical and language courses, with special attention to both women and youth, as these two groups need most of the attention.

Dr. ElGhajiji has just finished a successful project working with CSOs in conflict areas. Among the topics are nurse training, first aid, physiological support for small children, training for special needs children and people, extra curricula course support for young students, women business empowerment, capacity building and other activities all carried out by local CSOs in conflict zones in Libya during 2016-2017.

Dr. ElGhajiji was a member of technical committee for reconciliation strategy (Libya) working under UNSMIL and UNDP. He is a member of STRACTEGIA in Spain working on Libyan politics, elections.
 
He has lectured in many prestigious institutions around the world, about Libya and Libyan politics, such as Chatham House (UK), European Council for Foreign Relations (ECFR) in London, and the Italian Institute for International Political Studies (ISPI), Catholic University in Milan, Graduate School of Economics and International Relations (ASERI) in Milan, and International Center for Geopolitical Studies in Italy, also, St Louis University and Casa Árabe in Madrid.

In Aug 2019, Dr. Elghajiji joined DAI as a “Senior Technical Advisor”, working on “Local Government and Civil Society Project”.

 

In Sep 2021, he started to provide consultations to a number of political parties and presidential candidates.
