Mohamed Khaled Elghuel is a Private Consultant and Former Deputy Minister.

He holds a Bsc in Civil Engineering 1985, and Msc in Environmental Engineering 1991. He worked for the governmental sector in Libya for 26 years from Nov. 1985, during which he practised many technical, managerial and strategic planning tasks and achievements on Macro and Micro national levels. He worked in senior management positions for almost 15 years during which he led the establishment of the National water and wastewater Company then worked as Deputy Minister of the Ministry of Planning and Finance and later the director of the Public Project Authority. 

His long & diverse career helped him to be one of a few Libyan professionals who have a clear and comprehensive vision for Libya based on multi dimensional analysis & detailed knowledge of the Socioeconomic, political and development aspects in Libya. His distinctive capabilities in strategic Planning and management, also his special skills in problem solving, personal communication, leadership, and his extensive experience in dealing with reputable international organisations and consultancy firms, are all a recipe to attain high performance and value.
